I wear a 2 and 3 in tops, and a 44DDD bra, ordered a 3 in this - and it was pretty small. The band was under my boobs so I returned it and bought a 4. It hasn't come yet but I'm sure it'll be the right size. Also but the underwear in a 3, and they fit like a high waisted panty

Super weird fit
Bought this on clearance because I loved the print and the striped band. When I got it the fabric was thin, the front was weirdly narrow and the straps were too long. The girls were busting out even in the change room so had to return it.

Maybe not for the short a
It's super cute, but it does not fit right. For context, I'm 5' 3" and 44DDD. I bought this in a size 1, and it's very low-cut, there's barely any material actually covering my boobs to the point where any movement can cause a nip slip and an arrest for public indecency, yet the straps are so long that I can almost put each strap on the other shoulder and turn this into a racerback. If I get a bigger size, then my boobs would be properly covered, but then the straps would never stay on. I don't think this bralette is meant for someone both short and well-endowed
